Tropical Storm Francine is passing over Louisiana, with many areas experiencing flooding and power outages. Francine made landfall Wednesday as a hurricane before quickly weakening to a tropical storm. Officials said waters remain high in New Orleans as heavy rain spreads across Mississippi, Alabama, and the Florida Panhandle.
