NATO is on high alert over a new threat: foreign ships suspected of cutting undersea cables that connect its member states. A Chinese vessel and a ship linked to Russia recently became the top suspects in two mysterious incidents. The fact that China has the ability to quickly cut this kind of cable, just by using its commercial vessels, is driving concerns.
