Vice President Kamala Harris is planning her first rally Tuesday with her unnamed running mate in Philadelphia, Pennsylvania. Her campaign said not to read too much into the location, but speculation swirls that the location foreshadows a potential for Pennsylvania Gov. Josh Shapiro to become her running mate.
