The San Francisco government approved a fundraising plan on Tuesday despite opposition from thousands of people. The plan is to raise $25 million from private donors to pay China’s Panda fee, instead of using tax dollars. If they can manage to raise the money, the San Francisco zoo will welcome two Chinese pandas back next year.

Animal rights groups gathered to oppose the plan outside city hall before the vote. A petition calling the government to drop the plan now has over 7,000 signatures.
