President Joe Biden met virtually with the heads of state of both Japan and the Philippines on Sunday. The White House says that China’s “dangerous and unlawful behavior in the South China Sea” was part of the discussion. The leaders also agreed on the importance of continued coordination to advance a free and open Indo-Pacific. What does this mean for China and its so-called no-limits relationship with Russia?
