China-founded e-commerce giant Shein is quietly pushing toward a confidential IPO in London, but its affordable fashion could soon face more scrutiny under a new rule from the European Union. Starting this August, the EU’s Digital Services Act will prevent Shein from selling counterfeits in the bloc.
