Sen. Ted Cruz (R-Texas) introduced an amendment on Oct. 31 to block President Joe Biden’s nominee, Ann Carlson, from continuing to serve as the acting administrator of the National Highway Traffic Safety Administration (NHTSA), and criticized President Biden for “deliberately circumventing the Senate in the nomination process.” The amendment was rejected by the Senate later in the day. Earlier this year, President Biden withdrew Ms. Carlson’s nomination due to strong industry and congressional opposition, but allowed her to lead NHTSA in an “acting capacity,” Mr. Cruz argued.
