The move left Lebanon and much of the Mideast in shock as Israeli officials celebrated significant military and intelligence breakthroughs.

As states begin the recovery process, floods have left areas isolated, without food and water. North Carolina governor Roy Cooper said he expects the death toll to rise as rescue workers reach areas cut off by collapsed roads and widespread flooding.
