A 12-person grand jury in Texas indicted more than 140 illegal immigrants for rioting after an alleged attempt to breach the southern border in April. NTD spoke to Victor Avila, retired special agent for HSI-ICE, about why a county judge found the police had no probable cause to arrest the group before the grand jury found otherwise.
